What is setup210809988.exe?

A window that says "setup210809988.exe is requesting your permission" keeps popping up. It is shown with the windows7 anti-virus shield, but every time I click "No" or "X" it out it just pops right back up. I'm very afraid it may be that stupid virus that pretends to be your computers anti-virus software. Is it, or is it a safe file to download? And if it is the virus, how can I get rid of it?
